It's literally a hoop. That's all it is, a tiny thin and poorly made skirt with a hoop you can insert in. The hoop is enormous and it looks awful because all the "floof" is only at the base of the skirt where the hoop is. It's extremely cheap, but I suppose it could work in a pinch or it could be worn under a not so fluffy tulle petticoat to give it a bit of extra oof.
